How can I add a widget or code to my weebly site thats customized for my needs [on hold]

Looking for someone to design a layout thats a pencil sketched office setting wtih desk, filing cabinet, stuff on teh wall. Thats all interactive. So when you hover over it with your mouse its changes color and plays a sound effect while also coming to life (ex. the filing cabinets draw opens up on you and papers fly out when you hover over with the mouse. These all connect to a new page.
