need tool to get Windows audio output level (command line)

I've been asking this very question on other forums, but without any positive answer.

What I'm wanting is this : from a simple Windows batch script (CMD), I'm wanting some tool that will allow me tell if currently there is some Windows application sending music or any audio output, to the speakers. This can be a software music player, a software video player, or a game. It doesn't matter what it exactly is, but I need to know if currently, something is providing audio to my speakers.

Why do I want to do that ? There's different reasons for it, but one of them is this : I would like some batch program to serially handle music files. Each one can be played all right, no problem. But when the file has been played, the player itself is left active (as a process), but obviously there's no audio action anymore. From a batch script, it's impossible to detect this ... apart from the fact if you could "read" the volume output, and note it has gone to none.

It doesn't matter what tool it is, as long as I can call it from a CMD file, and get the feedback back into the CMD file. The feedback should be : currently no audio output, or currently there is audio output. What the output volume is, is not relevant.

I don't want to control audio output, like one can do with NirSoft. I need to detect only.

Awaiting any positive answer.
