GSM - EFR Speech Coding

Does any body knows were can I find a source code for the EFR Speech Coding using in the Enhanced Full Rate Speech Channel in GSM.

I have found GSM FR, however I couldn't find any code which belongs to GSM 6.60(gsm-efr).

I have searched in SO and internet a lot, but I couldn't find anythings.

Language is not important.
