How to merge/join/combine multiple mp3 files certain parts into a new single mp3 file with c#

I am looking for any working (easiest is better performance not important) way to combine/merge/join multiple mp3 files certain parts into a new mp3 file with c# .net 4.5.1

What i mean is lets say i have the following mp3 files

a.mp3 : length 4:55 128kpbs
b.mp3 : length 3:22 192kpbs
c.mp3 : length 3:00 128kpbs

Now i want merge these 3 above into a new mp3 file with this following order and way

from a.mp3 take between 0:55-1:11
from b.mp3 take between 2:11-2:34
from c.mp3 take between 2:00-2:12

join into d.mp3 length  0:51 with 128kpbs

How can i achieve this with easiest way any external plugin dll etc
