Streaming from file to microphone using .NET C# [on hold]

I am pretty new to .NET and I dont know how to solve this: I would like to stream sound from .wav or .mp3 "into" the microphone, so ie skype can send it further to the person I am chatting with. Any other program that is listening to mic would receive the sound I am sending.

I am not sure where to start, what library should I look into, maybe there is something that offers this functionality out of the box, any ideas?
